For each Active Directory domain controller, perform the full backup of Windows Server procedure. There is no data to exclude from the full backup, as both the system state and system disk must be backed up.
The recommended full backup frequency is once a month. Additionally, you must perform the full backup procedure immediately after major configuration changes, or a service pack or hotfix installation.
