Microsoft NCE Growth Margins (Cost of Sale)
Microsoft NCE Growth Margins are partner-earned financial incentives offered by Microsoft on qualifying New Commerce Experience (NCE) transactions. Growth Margins are evaluated automatically by Microsoft in the background during order processing. Please note that CloudBlue does not participate in or influence Microsoft's eligibility decisions in any way.
These margins are designed specifically as partner benefits and do not alter customer or reseller pricing. Catalog prices, shopping cart totals, and end-customer invoices remain unchanged. Because indirect resellers and customers are completely unaware of Growth Margins during the order flow, the details are recorded on Connect through the parameters documented in this article, so Direct-Billed Provider Partners and Distributors can account for their adjusted Cost of Sale.
Microsoft Partners retain full responsibility for ensuring that orders are drafted and sequenced in the optimal manner to earn Growth Margins. If an order does not qualify, Microsoft will not cancel, reverse, combine, defer, or take any other steps to help a non-qualifying provisioned order earn a Growth Margin. Because of these strict Microsoft rules—and because indirect resellers cannot see margin eligibility during the order flow—CloudBlue cannot be held liable for any provisioned orders that fail to earn Growth Margins.

Supported Program and Platform: Microsoft Cloud Solution Provider (CSP) program under the New Commerce Experience (NCE).

Eligible Cloud Contexts: Microsoft Cloud International (MCI) and US Government Community Cloud (GCC).

Eligible Offers: Public Base Offers worldwide (excluding China and embargoed regions). Specialized offers are excluded. Product eligibility is determined by Microsoft.

Education, Nonprofit, and US Government (GCC): Enabled in CloudBlue Connect, but Microsoft currently evaluates Growth Margins for Commercial segment offers only. Products for non-commercial segments should become active as Microsoft extends segment coverage in the Growth Margin Guide.

Excluded Scenarios: Channel shifts (e.g., Enterprise Agreement to CSP transitions) do not qualify for Growth Margins. N-Tier Marketplace configurations will not see Growth Margins in Cost of Goods Sold.
Prerequisites and System Requirements

API Access Requirements: To resolve base margins and list prices, the CloudBlue connector calls Microsoft's Partner Price Sheet API on behalf of the direct-billed partner. The Partner Center user authorized in the connector must keep the Admin Agent or Sales Agent role, which is already required to place orders.

Key Principles and System Behavior
- Partner-Side Economics Only (No Price Impact): Customer and reseller purchase prices remain identical whether a growth margin applies or not. The connector captures the margin applied by Microsoft and passes it to CloudBlue Commerce via the
nce_growth_margin_finalfulfillment parameter to compute the distributor's Cost of Sale. - Non-Blocking Operation: Order validation operates on a "fail-open" design. If CloudBlue cannot retrieve a Growth Margin response or encounters an API delay, order processing continues without delay, and the margin record is omitted.
- Coexistence with Promotions: Growth margins coexist with NCE Commercial Promotions. Microsoft applies the Growth Margin calculation first, followed by promotional discounts.
- Captured Order Contexts: Margins are captured on initial purchases, upgrades, trial-to-paid conversions, partial upgrades, migrations, and imports.
- Commitment Term Alignment: Growth margins apply for the duration of the active commitment term and expire at the commitment end date.

Operational Guidance for Direct-Billed Partners

Verify Product Eligibility: Review the Microsoft CSP Growth Margin Guide in your Microsoft Partner Center (MSPC) tenant to confirm eligible products, thresholds, and market rules.

Mid-Term Seat Expansions: To earn a Growth Margin on mid-term seat additions, place the incremental licenses on a new subscription. Adding licenses mid-term to an existing subscription will not grant a Growth Margin for those incremental licenses.

License Reductions: Avoid reducing seat quantities below a Growth Margin’s minimum seat threshold. If seat counts drop below the minimum threshold, Microsoft requires the entire subscription to be canceled within the allowable cancellation window.

Managing Indirect Channels (2-Tier): Indirect Resellers and end-customers do not have access to Growth Margin details. Because indirect reseller orders can inadvertently forfeit eligibility (such as adding seats to existing subscriptions or exceeding maximum seat thresholds), Direct-Billed Partners must establish operational guidance for their reseller network.
