The new delegation technology introduced by Microsoft and intended to replace DAP is GDAP.

End-customers are required to grant the reseller or provider the following GDAP roles:

Application administrator

User administrator

Domain name administrator

Security operator
Then, users working with MOME should be added to the groups that have access to these roles within the respective tenants being served.
