Creating Service Plans for PAYG Services

To create a PAYG offering:

  1. Configure a PAYG service plan.

    • Step 1 (A or B): Create a service plan for the PR, CR, TR, or QT Rating Model.

    • Step 2: Enable the necessary Rating Mode.

    Service plan configuration procedures differ depending on the usage data rating model:

  2. Configure sales margins and markups.

    Note: This step applies only to service plans with resources that must be rated using the Cost Rated or Price Rated model. For service plans that must be rated using the Tier Rated or Quantity model, configuration of sales margins and markups is not performed because usage data of the Tier Rated type is received fully rated by the vendor and for usage data of the Quantity type, .

The imported usage data is rated automatically.

Step 1.A: Creating PAYG Service Plans for Usage Data Rated Using the PR, CR, and TR Rating Models

To create a PAYG service plan:

  1. In the Billing control panel, go to Products > Service Plans.
  2. To add a new plan, click Add New Service Plan.
  3. Select Generic Service Plan and click Next.
  4. Configure parameters in the General section.
  5. In the Billing Terms section, configure the Billing Model setting:

    • For service plans that contain only PAYG resources, choose Use External Rating.

    • For service plans that contain a combination of PAYG and non-PAYG resources, choose one of the other billing models.

  6. Price Configuration: This additional field is displayed only when Use External Rating is chosen for Billing Model. Use any of the field values (Fixed Price or Cost + Markup).

    Note: This field is deprecated. It is not used by any CloudBlue Commerce functionality.

  7. Follow the wizard to the end.

    Important: Make sure that all the resource rates and fees in the subscription period configuration have zero prices, because the system will be importing the related charges from the vendor's system.

  8. Enable the Revenue Only rating mode for the service plan.

Step 1.B: Creating PAYG Service Plans for Usage Data Rated Using the QT Rating Model

Currently, QT rating model is supported only for plans managed by PLM. To create a PAYG service plan for usage services rated using the QT rating model, complete the steps below.

  1. Create a product and a service plan using PLM, refer to the Creating Products and Plans section for the instructions.

    Important: In service plans with the QT rating model, Min Units for resource rates must be set to 0.

Step 2: Enabling Rating Mode for a Service Plan

Important: These instructions are relevant only for the newly created service plans. To enable Rating Mode for existing service plans, please follow Shifting Existing Service Plans and Subscriptions to Rating Engine.

To be able to use various features brought by Rating Engine, enable Rating Mode for the necessary service plans.

To enable Rating Mode for a service plan:

  1. Access the BSS database.

  2. To set the rating mode, execute the corresponding query:

    • Revenue Only:

      insert into "PlanRatingOptions" ("PlanID", "IntegrationMode", "IsClassic") values (<plan_id>, 1, 1);

    Where:

    • <plan_id> is the service plan ID.

How PAYG Service Plans are Rated: Rules and Limitations

For subscriptions to PAYG service plans:

  • When charges are imported, the system processes them and generates billing orders and invoices. For accounts with consolidated invoicing enabled, the charges are included in consolidated invoices.
  • When generating billing orders, BSS makes calculations according to the current taxation configuration in the system (including tax rates, tax categories, resource categories, and taxation rules).
  • BSS applies discounts to imported charges only for the Price Rated, Cost Rated, and Quantity rating models.

    Important: If you need to set TOTAL MARGIN to 0% for a product item (for example, an Azure NCE resource), to avoid selling it below its cost to lower-level resellers and customers, do not apply discounts to this product item.

    End-of-Life (EOL) of the NCE Azure and Legacy CSP Azure integrations based on the Application Packaging Standard (APS).

  • Discounts are not supported for the Tier Rated model. BSS considers such imported charges as already including all possible discounts.
  • Imported charges must be in the same currency as the payment currency of the account.
  • Promotions are not supported.

  • Subscriptions to PAYG service plans are continuous: auto-renewal is always on and no notifications about upcoming expiration are sent.
  • Subscriptions to PAYG service plans can be put on hold or canceled. If charges are imported for a suspended or canceled subscription, the system generates a billing order and invoices the customer for the consumed services.

Plan Configuration Limitations

Service plans with the billing model Use External Rating have the following limitations:

  • If there is a subscription to such a service plan, it is impossible to change the billing model from "Use External Rating" to another one.
  • For any service plan with the billing model other than "Use External Rating", if there is a subscription to the service plan, it is impossible to change the billing model to "Use External Rating".
  • It is impossible to configure an upgrade from a service plan with the "Use External Rating" billing model to a service plan with another billing model and vice versa.
